Fukuoka's gay saunas are compact, door-policy driven, and clustered around Sumiyoshi within walking distance of Hakata Station. Entry rules, themes and prices change often — check each venue's website or Twitter before you go, because several of them will turn you away at the door on the wrong day.
The city also has cruising in its public baths. Sento and onsen are ordinary communal bathhouses, separated by sex, with pools, showers and usually a sauna; a couple of them have become quiet meeting places without ever advertising it, and the etiquette that goes with that is the whole reason they stay usable.

HEARTS Bus Station Hakata is five minutes' walk from the Hakata exit. The second floor holds a capsule hotel and an artificial hot spring spa, and while the hotel guests are mostly not gay, the daytime spa has quietly become one of the city's gay onsen, with the sauna room as the cruising space. Ages run 20 to 50. The ¥800 rate includes a towel, so you can turn up with nothing.
